There is no allowance made in the proposed rules for failure of an individuals wrist device. This needs to be addressed.
Again there needs to be an assessment - how are the devices themselves vulnerable to failure by malfunction, accidental damage or interference? I've seen SportIdent sticks crack open and lose the "chip". Maybe these were an earlier generation - I don't use SI much myself. Any device is going to be vulnerable to physical or electromagnetic damage to some degree.
The consequence of failure would be that one (or more) devices of the team would not be able to be used for scoring. Aside from the issue of ensuring the scoring system can deal with this procedurally (e.g. Navlight can be configured to not score a team until all tags have been read - any malfunctioning tag would need to be removed from the team to manually override in the event of failure), there arises the issue again of what an appropriate penalty would be.
